Oda has in fact come out and said he added stuff " off the cuff" that's kind of why characters that don't show up later turn out to have been somewhere earlier in the story. because AT the time he hadnt written them or had them in mind. IE brook, or BARTOLOMEO, or (even the war lords) have been showing up in the live action in reference to their actual location in the story . Remember story elements and changes have to be Ok'd through ODA before Netflix produces it.

Oda does have a lot of stuff already planned and written but there are some stuff he does leave open ended we can assume, so he can tie it in later in the story once its finalized (shanks conq haki in ep 4, ace being rogers son, all 7 warlords) he even made the worst generation pirates (kids, hawkins, law etc) the same week the chapter came out, meaning before hand he never planned for them to be in the story. I think thats one of the great things about oda because he can add stuff like that and it still feels like its meant to be part of the story. he has a lot of the core story beats down but does freestyle is sometimes in between while still making everything connect

When it comes to the spoilers, I have seen others try and not say anything during the episode but then say that at the end they will talk spoilers so people that don't want it have a chance to stop the video early before the spoiler talks

Oda definitely writes with open endings all over the place, when we see Laboon for the first time Brook did not exist as a character, Oda had an idea of making Yorki (the rumbar pirates captain) into a strawhat, Yorki was a concept for a strawhat pirate with a cowboy hat In episode 63 we see a flashback from Laboons perspective when the rumbar pirates say farewell to Laboon and there is no trace of brook anywhere In later episodes where Brook have the same flashbacks we see that Brook have been added in Another major thing that was added in was the worst generation pirates, Law, Kid and all the other characters were introduced on a whim, it's why we have heard absolutely nothing off them before that point, no hints of any other rookie pirates creating trouble I'm not going to name it because it would be spoilers but the place the current manga chapters are taking place in was planned to be skipped entirely or Oda didn't have any plans to actually have the crew ever get around to going to that place I'm not saying this as speculation, this is confirmed by Oda and his editors Oda writes with a start and finish in mind and everything in-between is fluffy and can be stretched to fit the story
