Spawn Control: Random NPCs and Services | The Sims 4 | Work in progress | (February 18, 2026)
"Spawn Control: Random NPCs and Services" is a mod that seeks to be the spiritual successor to the mod created by Paulson, NPC Control.
Notice:
This mod is still under development, but it's advanced enough to release version 1.0.0.
Using this mod won't cause errors in your games, but it's possible that some NPCs might glitch and appear in your household manager. If that happens, it would be very helpful if you could provide me with as much information as possible to fix the bug.
Change Log:
1.29.16 (February 18, 2026).:
Compatibility with the Royalty & Legacy DLC
Changes for the NPC Robin Hood
The hidden trait is now heritable.
This means that the children of these Sims will be able to be Robin Hood when they are old enough.
Now any Sim with the assigned trait can be chosen as Robin Hood.
Age doesn't matter (older than a teenager)
It can be at any stage of pregnancy (except in the third trimester and during labor)
It could be any known Sim or a hidden relationship.
If it is created automatically by my mod, it will be marked as a hidden home.
Changes for the unique NPC "Cordelia Thebe V"
This Sim has been marked to not age. (She can still die, but not from old age) (according to the game's lore)
Changes for journalists/informants
The hidden trait is now heritable.
This means that the children of these Sims will be able to become journalists/informants when they reach the appropriate age.
Now any Sim with the assigned trait can be chosen as a journalist/informant.
Age doesn't matter (older than a teenager)
It can be at any stage of pregnancy (except in the third trimester and during labor)
It could be any known Sim or a hidden relationship.
If it is created automatically by my mod, it will be marked as a hidden home.
Changes to intentions in dynasties
Sims created randomly will no longer be added to the dynasty.
We will always try to use existing Sims for any random event. If no Sim meets the requirements, the event will be skipped and tried again later. (Approximately 24 in-game hours))
Cambios para eventos del DLC.
Changes for Baristas.
The problem that the game did not reuse a barista when there was already one available at that location and time was solved.
The barista profession should no longer be deleted when it was assigned manually.
The region filter is now respected
You will no longer see a Fairy as a barista in a world of wizards, or similar situations.
Changes for the Sims entertainment.
Now we will search for existing Sims who have the following skills.
Guitar.
Piano.
Violin.
Comedy.
All of these skills are at level 2 minimum, level 10 being ideal.
This is because they are not separate, and the main filter is generic; for other situations, it specifies whether they are separate.
Teen Sims are now viable as entertainment Sims.
Sims with fame are now viable to become entertainment Sims. (as high as fame level 2)
Try to reduce the generation of random sims as much as possible.
Modify the filters to be more flexible and thus be able to find a candidate to fill a position.
It will try to reuse sims whenever there are candidates available.
If there are no candidates to fill the position, the mod will create a single Sim to fill it and be able to reuse it in future events.
It aims to prevent the game's population from becoming saturated.
NPCs created with this mod will not appear in the world manager.
NPCs created by the mod will automatically be marked as hidden homes and immortal, so they will never abandon their assigned jobs.
The mod will generate sims only when the game or situation requires it.
More flexible filters when searching for candidates.
This mod will allow even immediate family members of your active household to be NPCs in your games, as long as you're not playing as that family when the vacant position is filled.
For example, you can have your grandmother work as a nanny, provided she lives in a separate household.
There are several NPC jobs that only look for sims with a specific skill, but this mod makes that skill optional and also raises it to the maximum.
Minimize unnecessary random events.
Random events such as tourists, fake vampires, and homeless people have had their spawn rate reduced to the minimum possible. (They are planned to be eliminated in the future.)
More compatible with third-party mods.
This mod aims to be compatible with third-party mods and manage their randomly generated NPCs. (Currently, no third-party mods are supported.)
Currently, this mod is quite basic, as it's not even configurable and lacks a graphical interface. Furthermore, it was designed to work in conjunction with other mods to unlock their full potential..
This mod, on its own, controls the Sims population, as it limits the creation of random Sims and only generates them when really necessary, such as in the case of service Sims or NPCs for events.
But when combined with the mods it relies on, the possibilities are endless. It not only helps fill empty roles with unique NPCs for that task, but also allows you to create your own NPCs to your liking and style.
This mod helps ensure that any Sim created or assigned to a task is always eligible for that task, regardless of what it is. It greatly relaxes the selection filters, as the game now only considers the data necessary for a Sim to be assigned as an NPC.
The Sim is not in the active household.
For compatibility reasons and to avoid errors
That it has a specific trait.
Optional
My mod takes care of giving it those features.
That he/she has the necessary skills.
Optional
My mod takes care of giving him those abilities and maximizing them.
That he has the assigned work
Obligatory
You don't need to worry about your household manager, as the Sims generated by my mod are marked as hidden households, preventing these NPCs from participating in random game events like moving, marriage, and pregnancy. The game simply ignores them in these situations.
They can still be deleted or modified using mods like MCCC, so you have nothing to worry about. If you don't like them, just delete them and wait for a new one to be generated, or modify them to your liking; there's no penalty.
The customization possibilities are endless; you can even bring the three sages from the original Magic Gallery and assign them that job using external mods like Assign NPC Jobs or Expanded Realm of Magic.
My mod also aims to be compatible with other mods that assign NPCs, both now and in the future. You can use your favorite mods without any penalty, and my mod will ensure they meet the minimum requirements to continue with assigned jobs, regardless of what they are.
It's not 100% necessary, but it helps decide what types of Sims you want for a specific world, or prevent them from entering or leaving that world.
Premade Household Tool(Required if you want to automate the inclusion of NPCs in new games)
It allows you to export and import sims so they appear in future new games.
If you use this program to extract NPCs for specific jobs, they will still be viable as workers in new games, without the need for the mod to generate new NPCs.
This mod is incompatible with Cepzid Ferdiana's mod, No New Random Townie Generated, as it essentially performs the same function, but more aggressively. It blocks the generation of random NPCs of any kind, but prevents you from customizing jobs.
You could say that, as an alternative to my filter proposal, if you want to try it, you're welcome to do so.
Before installing, please note that my mod depends on at least these other mods to reach its full potential. If you want to know what each one does, check the dependencies section.
Hi, I’m curious how this mod handles premade Sims with special roles like Greg, the Henfords, the Innisgreens, etc., because I checked the package files with s4s, and some of them still contain the template chooser code. Will they be able to keep their roles? I once had Michael Bell, the Creature Keeper, replaced by a new Sim, even though he’s still alive in my gameplay without using any mods related to SimFilter or NPCs.

Yes, it is, I only modify the creation of the sims for different situations, but not the region filters.

The Sims update from March 17, 2026 is causing problems with mods, and I can't work on it until EA releases a new version of the game.

Work is already underway on an update for the new The Sims™ 4 Royalty & Legacy DLC, though I'm working blind since I don't yet own the DLC. Thanks to Lot51 for their mod creation tool and for granting access to the necessary DLC files. But with or without the DLC, the mod will still be playable, it's just that the NPCs for the new world won't automatically hide.

https://zerbu.tumblr.com/post/712256097134772224/the-sims-4-mod-spawn-refresh --> This mod should work with yours, I think. It fills additional positions on the terrain that are not ordinary roles. If you put a guitar on the terrain, a musician will come and play the guitar, and so on with the objects placed that are used by NPCs to bring community buildings to life. LittleMsSam did that too. I can't remember if I mentioned it, but I like this mod.

Yes, for now, since Zerbu only modifies the zones. I'm also in the process of doing that, but for specific events, like tourists and fake vampire Sims.

https://down-in-simsland.tumblr.com/post/769125720418074624/mod-updates-120524 Hello, I used Paulson's script until the end, I searched for a thousand solutions with my friend Cepzid, and she found a solution. Someone else also found a solution with zero Sim creation and all positions filled. LittleMsSam created a mod for butlers; you can have five of them. Would it be possible for this number to be active and for the butlers in place not to be changed? The one from Down in Simsland chooses the right butler family, but it alternates between appearances on my lot. I limited it to two so that I wouldn't have other butlers coming from elsewhere. Cepzid's mod chooses residents, while Down in Simsland's mod chooses residents and Sims without homes from my game, which is what I was looking for. I don't have time to house all the Sims. I use a mod by Zerbu at the same time, which fills all the small jobs. They work well together. I also have Lotharihoe's mod for walkers. Before, Paulson did everything in one. Does yours too? For the butlers, I had to hire them with Paulson's script removed and then put it back in place afterwards, my five butlers remained non-stop. It would be so great if Paulson's was redone the way it used to work.☺️

For now, I've only modified the eligibility filter, meaning who is eligible for the job. In the case of butlers, in my tests, it's a 24-hour job. I was even able to have a romance with a female butler, and she remained eligible; she even got pregnant, left, gave birth, and returned to continue her duties, since I relaxed the eligibility filter. Before, if a Sim got married or started a relationship, they were ineligible for the job, but now you can have a relationship with that Sim, as long as they don't live in the same household. Now, how many butlers can you hire with my mod? Well, I don't know, I've never hired more than one, but following the game's logic, it will search for or generate a new Sim to fill the vacant position, since butlers are assigned to specific households. That is, each household will have its own butler, and staff cannot be shared. I think it's like that for logistical reasons.
