Windows installs have never been telling Plex to scan
Two scanning fixes worth knowing about. One if you run zurg on Windows, one if you have repair switched off.
If you installed zurg on Windows it has never told Plex or Jellyfin or Emby to scan. zurg setup writes a mount_path of Z: on Windows, and zurg then built its scan paths relative to the current folder on that drive instead of the root of it. Every path it built missed the library it belonged to, so no scan was ever sent. The warning that followed asked you to go and check a mount_path that was already correct. New releases appeared in the mount and never appeared in Plex until something else triggered a scan. This is fixed and your config needs no edit.
Windows library paths also match whatever the case now. A library recorded as Z:\Movies no longer misses the Z:\movies that zurg builds from its own folder name. Windows treats those as one folder. zurg was comparing them exactly and dropping the scan.
Bulk scan from the dashboard is much lighter too. It used to read your whole Plex library again for every single torrent in the batch, so scanning a big library aimed hundreds of identical full library reads at a Plex server that was usually busy scanning. It reads the library once now.
Plex library scans finish again if you have repair switched off. With enable_repair set to false, a file that had stopped serving was still answered with a 503 saying it was being repaired, for the next 24 hours, even though nothing was going to repair it. Plex stops and waits on a 503. One such file stalls the whole scan. A library that collects a few of them never finishes scanning at all, while Jellyfin walks straight past them and looks fine. That is what makes this so hard to spot.
I measured it against a real Plex on a fifteen film library with ten files refused. Answering 404 finished the scan in five seconds. Answering 503 had found three of the fifteen after ten minutes.
zurg reports such a file gone now, so the scan completes and Sonarr or Radarr can go and grab it again. The waiting period still applies wherever something might yet bring the file back, including a repair that is enabled and running.

Has Plex library scanning through rclone on Windows seemed to have gotten better in the past few months? Last I knew it would take hours just to scan a few thousand files.
