FOLON Update, Part 2

For anyone interested, I now have experimental PANPC and PACE patches for FOLON in test distribution in the #fallout-london channel of the GG Discord. They're rough cuts and to be used purely at your own risk (I also highly recommend playing FOLON vanilla before modding it at all), but they work and they're a start.

We also have some FOLON streaming happening, as well as tech discussions for setup and stability.
