III. MANDATED POST-DISCHARGE CONDITIONS

The discharged party is required to adhere to the following legal obligations as part of discharge terms, under review of the Alliance Department of Military Justice (ADMJ) and the Citadel Judiciary Board.

• House arrest: Six (6) months, commencing 2176.08.24

• Restricted travel: May not leave human-controlled space during probationary period

• Court-appointed psychiatric evaluation: Weekly sessions, minimum six (6) months

• Barred from future military or contract work under the Systems Alliance

Failure to comply with post-discharge conditions will result in revocation of military severance and reinstatement of legal proceedings.

IV. REVIEW BOARD FINDINGS & ADDITIONAL NOTES

Findings of Note:

• Discharged party was found to have falsified age at enlistment (joined at 16, recorded as 18).

• Prior service record was exemplary despite multiple disciplinary citations (looting, insubordination).

• Internal investigation revealed significant bias and misconduct in disciplinary proceedings, specifically from Cmdr. Anton Graves, who had previously denied promotions and attempted to push for a military tribunal and maximum sentencing.

• The tribunal was dismissed when it was determined that Cmdr. Graves fabricated evidence related to Leng’s psychological evaluations.

Board Conclusion:

• The discharged party exercised excessive force in an off-duty altercation but was not subject to premeditated criminal behavior.

• C-Sec reports corroborate that the deceased instigated physical violence before the fatal altercation.

• Prior service, extenuating circumstances, and misconduct by reviewing officers led to a discharge in lieu of incarceration.
