[D.O.C.E.] Request #001 - Wax Star Reavers
I, Khyros of the Broken Sun Warband, Executor Primus of the Departmento of Chaos Efficiency, present to the High Council, as requested, the first requisition request for review. The request originates from the so-called Wax Star Reavers, a warband that has, through a loose affiliation, served the Warmaster in the past. The requisition they submit is both arrogant and excessive. They demand elite assets, Night Lords operatives and an Alpha Legion sniper, for the sole purpose of eliminating a single Ultramarine lieutenant, Justicus Colmus; a foe whose true threat is not his military prowess, but his defiance to the Warmaster's will manifest.
This is the first petition of many that shall come before the Departmento, and it is my duty to ensure that efficiency and restraint guide our judgment, rather than the folly of indulgence.

To Indrin Kolma, Confidant-Logistician in service to Warlord Goloc Hatestar, rightful commander of the so-named Wax Star Reavers,
Your recent requisition submission, though issued with an intent seemingly befitting your rank, reveals a grave misapprehension of your warband’s operational valuation within the broader calculus of the Black Legion, and, by extension, the Long War itself. Such a lapse compels immediate rectification.
The Departmento of Chaos Efficiency does not dispute the strategic nuisance posed by Lieutenant Justicus Colmus of the Ultramarines, nor the symbolic value in extinguishing one who dares to profane the name of the Warmaster, blessed be his legend, with such unguarded insolence. However, the deployment of two Nemesis Claws, whose scarcity, autonomy, and doctrinal independence make them ill-suited to external tasking, alongside a high-value Alpha Legion operative, constitutes a gross misappropriation of elite assets. These forces are better reserved for the unravelling of crusade-scale initiatives or the decapitation of strategically entrenched command hierarchies.
Colmus, for all his disruptions, remains a Lieutenant. His death is warranted. His legend shall be strangled in the cradle. But the means must serve the value of the end.
Approved Requisition Allocation
Per revised assessment and under directive of those bearing the Warmaster’s seal, the Departmento of Chaos Efficiency hereby grants the following assets to the Wax Star Reavers:
One [1] Night Lords operative, designated Vhrekt the Pale, of the Broken Sun Warband, with documented service in both the Eighth and Thirteenth Black Crusades. Vhrekt is known for surgical assassination strikes and psychological dismemberment of enemy command elements.
All misuse, loss, or failure to return this asset shall invoke full penal reprisals upon the Reavers’ command echelon.
One [1] Alpha Legion sniper, designated Ishmael the Blind, of the Silent Writ splinter cell. Released conditionally under a ten-action parole clause, in accordance with Pactus Discretionae-Nullis.
Misuse, loss, or breach of clause conditions will result in immediate debt assessment and reprisal.
One [1] squad [á 20] of unproven Black Legion slave auxiliaries, drawn from general civilian slave stock, armed with salvaged M36 pattern Lasguns from the 57th Cadian stockpile.
This force is deemed expendable. Destruction, partial or total, will not warrant replenishment.
This allocation reflects the Wax Star Reavers’ present contribution ratio to the Long War and remains contingent upon future cooperation, discipline, and restraint. Continued refusal to integrate within the Black Legion’s broader command hierarchy is tolerated only by virtue of past reliability. Should future requisitions echo this current excess, such tolerance shall be reviewed, and likely rescinded in full.
In the name of the Warmaster, Abaddon the Despoiler, whose reign shall eclipse all others, and in the unshakable might of the Black Legion, His unyielding fist in the galaxy, you shall submit to His will manifest, D.O.C.E.. In the name of the true gods, Khorne, Nurgle, Tzeentch, and Slaanesh, whose influence guides our every action, this decree is final.
