I've worked at several startups. After every unsuccessful proposal, bid or grant application, we'd always bounce around ideas for how we could have done things better or differently. Sometimes we'd generate some all-new ideas, and get all enthusiastic about them. Only to realize they were completely impractical, then we'd have to spend almost as long popping our own balloons to return to Planet Earth. The thing is, after losing a contract, and going through that enthusiasm and deflation, that final place we'd reach made us certain we still had more to give, that we would try again, try better and harder, and get that contract win!
I remember, back in the dot-com days, how many companies tried to make and market a PC peripheral that would generate scents to go with video games. The money would be in the refill cartridges, just like printers. They never took off, for some reason, but a whole lot of money went into the startups.
