That is absolutely how you get raccoons. The other ways you get raccoons are by placing water dishes and/or cat or dog food outside, and not picking them up before dusk. (Ask me how I know.)

It's a little known fact that raccoons are actually a subspecies of gremlin. In fact "raccoon" is really more of a colloquial nickname. Taxonomically they are more properly known as the lesser masked trash gremlin.

Since outdoor cats are kinda problematic for several reasons, I've only ever used cat doors for interior doors. E.g. allowing the cats access to the litter box in the basement even when the door to the basement stairs is closed. You wouldn't want a cat door on an exterior door in Canada anyways - that's how you get cold and snow inside.
In Texas, external cat doors get you hot air, insects, raccoons, rats, mice, opossums, dust...

Isn't "locked on the outside" the opposite of what you need to keep things out? Seems like it would just keep things IN.
Locked 'from' the outside is OK. As long as you have the only key. Locked 'on' outside can mean the lock is on the inside. A matter of phrasing.
Just put a sensor lock on the cat door that only opens when the chip is near. Then put a collar with a chip on Liz. Ok, I SUPPOSE you could put the chip in her arm...
Or install a key to the shop in her index finger, Inspector Gadget style.
