Yes, the scene at the end with Zuko and Iroh cutting their ponytail/bun was meant to be symbolic of them officially cutting ties with the Fire Nation. This is something they’re essentially forced to do because they’re now fugitives of the Fire Nation

For the show looking different, if nobody else said it, between the start and end of the show there are 3-4 different animation studios that worked on it so some episodes look different than others... a good example of the previous editors before the new batch that did this episode would be the Unagi/Kyoshi warrior episode especially when Aang is running on the water it looks very goofy and loose but the current animations are SHARP
JM Animation DR Movie + MOI Animation — brother-and-sister companies. JM Animation did most of the animation on the show. They all probably just started being allowed to work more the way they wanted. AI says—because I went to AI for the specific studios, since I knew it was all animated by Korean studios, I just couldn’t remember which ones. ANYWAYS, Bryan Konietzko and Mike DiMartino didn’t treat the Korean studios as merely “cheap overseas animators.” They specifically wanted the Korean artists to have much more creative involvement than was normal for American TV animation. That’s probably because they knew Korean and Japanese animators were far better at things like smooth choreography, facial expressions, character acting, etc. It probably took them a good season to convince Nickelodeon to give them the freedom to animate the way they wanted. XD

There's a few sub bendings per element right? Because fire has lightning, another thats seen in season 3, and fire healing from Korra
