I think Deb is different because this isn't Deb, its the Code personified except now that voice embodies all of the hatred/guilt Dex has for himself relating to Deb instead of a guiding light like Harry
Yep these characters are just his consciousness personified. He is wracked with guilt and fear and despair from Debs death. He blames all of this on himself so it makes sense that his closest person who became a casualty would be the representation of that.
This show is just okay in my opinion. It feels like a required stepping stone to the incredible show Dexter Ressurection is.

New Blood has its issues but it does get better! However, the real reward for watching and finishing this show is getting to watch the next season Dexter: Resurrection!!!
One reason Dexter looks different is that he was 42 in season 8 and is 51 in New Blood. Another is that they spray tanned him everyday because he lived in Miami. In New Blood its practically black and white and so cold looking.
