Johnny English 4 has a plot about taking out ULEZ cameras and then he sets fire to a hotel full of asylum seekers but comically.
Atkinson pulled basically the same switch with Blackadder, where in the first series he was a bumbling fool dependent on Baldrick to accomplish anything, then in the later series he became conniving yet hapless
