Maintenance Updates for 0.98

I really should have cycled the version number a long time ago on this. But while I'm here, given that I don't see an active return to modding on the horizon yet, I will be putting the links to both the stable version, and the incomplete dev version here.

The stable version only has finished content in it.

The DEV version has most of the ships for the unfinished second faction included, as well as their spawn location on the campaign map. Frameworks for their campaign mechanics are in place but unpopulated and untested, I do not promise that the DEV version does not come with bugs that may or may not impact your campaign.
