Early access: Custom Gear Ratios 2.2.0

This comes a bit early after the previous 2.1.0, but it's also for the upcoming handling pack. Just a small fix for the handling pack to load these en-masse properly.

• Support a monolithic base configuration as `CustomGearRatios/CGRBase.xml`

• Fix CVT response rate not being saved

Next up is Manual Transmission but I still have to finalize testing and wrapping up a bunch of changes/fixes/additions, then I hope to be able to release the handling pack for early access.

I've been working on a handling pack! There was a lack of handling packs that worked nicely with a steering wheel. This upcoming handling overhaul addresses that, and utilizes the capabilities of my vehicle scripts (Custom Gear Ratios, Custom Torque Map, TurboFix and Manual Transmission) for the drivetrain, and applies tire and suspension changes through the full vehicle roster.
