REtool v0.215 - PAK creation, MHR support

I had this as a work-in-progress release for the longest time, so it's about time I make this as a stable release.

This has support for extracting the encrypted PAKs from Monster Hunter: Rise. It lets you create PAK files (using "-c [directory]" argument). And it adds a few more extensions that it's able to guess when extracting a PAK without a full filelist.

Change log:

• Added support for decrypting PAKs for MHR on PC. 

• Added support for creating PAK file by using the "-c" argument.

• Updated guessing of file extensions when extracting files with unknown paths from an archive.
