When Harrison saw Dexter on the side of the road he didn’t think that was really him as you saw the episode before or even in that same episode he was having visions and hallucinations about his dad and the guy he killed so he just thought that was another vision but it was really him

little fun fact about the Tattoo guy: in Dexter Season 3 with the Skinner that took part of the skin of his victims to find Freebo, the drugdealer which was killed by Dexter. In this season they found one victim which was associated with the Skinner and Masuka found out that this victim had not the same technique as the skinner. Masuka was suspecting that the part of the skin had a Tattoo on it whhich got cut out. There is the theorie that it was actually the Tattoo Collector. I thought it was a nice little detail!

I find it a little ironic that the serial killer admirer has all that security, and if Dexter was in a pinch I'd bet he took take them all out, that's how nuts/improvisational he is.
