Remember, what happened in the war of Marineford? It took the entire navy, and the best, they even blackmailed the 7 Warlords to beat Whitebeard and even then they were barely standing. As annoying for Doflamingo’s to have the Marines on his ass, Kaito is worse! You really think the world government is going to go to war against another emperor anytime soon!? And for Doflamingo, yeah right!
Yeah, he would 100% rather anger the Marines than Kaido. Admirals are terrifying too, but at least the Marines have tons of other higher priorities.
Law did not mean Luffy is taking advantage of him in an evil way, taking advantage is not always with bad intent. In fact, Luffy in not even aware he is taking advantage of Law in this case. Think back to the scene where Usopp told Law that Luffy's idea of an alliance was being friends rather than simply cooperating towards a mutual goal. As a result of that, Law got roped into helping Luffy with everything he wanted to do on the Island (most notably saving all of the children) because Luffy told Law that he HAD to help him as part of the alliance (cause friends help each other). The Straw Hats so far have received tons of help from Law that had nothing to do with their stated alliance goal, it's been a very beneficial deal for them at this point. They helped Law too though, obviously. The Straw Hats captured Caesar for Law as he requested. That was part of the initial deal they made though, where is saving the children being a requirement was added in by Luffy after the terms of the alliance had already been finalized. That's the "taking advantage" part.
Law's way of saying the truth but making it sound really terrible ("I sliced them up" instead of "I used my devil fruit to operate on them and help them") is one of my favourite traits of his, it's always hilarious. XD
