Funny enough, its implied that its at the very end of the grandline... which is like... right behind the mountain they just went up
The four seas (North, South, East, West) don't really have a lot of devil fruit users so they are scarce in number but as Luffy does, many devil fruit users make their way to the grand line with hopes of becoming pirates or part of the marines. So, we should be seeing a higher number of them.
If you're going to watch the filler keep in mind that it has stuff that will introduce minor plot holes. Stuff like: a character will do something in the filler, and then later in the series we will see them learn to do that same thing on their own for the first time as a moment of growth. It also ignores what the different ranks in the Marines mean for how strong a Marine of a certain rank should normally be. It's not really the filler writer's fault since the material it conflicts with probably wasn't written at that point, but just know that if something in the future seems to conflict with the filler, the filler is wrong. Outside of those filler episodes there were a few other minor filler scenes that are the same way, like Luffy breaking two swords in episode 1, but when Luffy fights Buggy we find out that being cut is actually Luffy's weakness.
Fun fact: The one piece world is 3x the size of Earth, and the grand line wraps all the way around it, so it is A LOT bigger than what you might be picturing in your head

So something we learned from Don Krieg is that while Devil Fruits are the stuff of legends to people in East Blue, the Grand Line is supposedly crawling with Devil Fruit users.
