New rain effect for performance boost mode.
This one uses about 75% less RAM, but doesn't look as good imo. It's based on the similarly implemented snow effect I made for the new locations in the update, I just sped up the snow animation up and stretched the snowflakes out and made them a bit more transparent so they aren't as white.
By the way, the new regions coming in the update (which I hope to release soon, before the weekend if I can) have snow instead of rain! Sky magic still works with snow, don't worry!
