I have never been a fan of that argument. Sure sometimes it works out, but if an organization is too corrupt, too blind, and/or too slow moving, then working from the inside is fruitless. I understand what Quel is saying, but it seems like the duration of peace the Federation experienced atrophied its ability to think on its feet with a level of cunning.

But did you warn us, Quel? Did you explain to us properly?
