Arcane Shears

These shears are designed to cut arcane threads. The shears are made of a certain metal and have a number of charges determined by their rarity, as shown in the table below. While holding the shears, you can use an action to speak their command word and expend 1 of their charges. When you do, you cast the dispel magic spell from the shears, using the associated spell level and ability modifier. The shears regain all expended charges daily at dawn.
