CLASSIFICATION OVERVIEW

This document provides standardized categorization of allied metahuman assets based on demonstrated capabilities, operational effectiveness, and strategic deployment value. Classifications are regularly reviewed and may be adjusted based on new field data.

S-TIER: "METEOR STOPPERS / EXTRASOLAR/GODS"

Strategic Value: Planetary defense against extinction-level threats

Deployment Protocol: Director authorization only

Defining Characteristics:

• Raw power sufficient to avert planetary catastrophes

• Demonstrated capacity to neutralize multiple A-tier threats simultaneously

• Typically possess multiple high-level power metrics (strength, speed, durability)

• Often extraterrestrial or extra-dimensional in origin

Current Assets:

• Omni-Man (Nolan Grayson) - Viltrumite physiology with comprehensive power set

Operational Notes:

• S-tier assets represent irreplaceable strategic resources

• Deployment authorized only for confirmed extinction-level events

• Historical emergency deployment frequency: Once per year

• Comprehensive contingency protocols required for each S-tier asset

A-TIER: "DEMIGOD / GLOBAL RESPONSE"

Strategic Value: Continental threat neutralization, global crisis intervention

Deployment Protocol: Deputy Director authorization required

Defining Characteristics:

• Power sufficient to engage multiple B-tier threats simultaneously

• Typically demonstrate extreme capability in at least one power metric

• Capable of sustained operations in hostile environments

• Effective against large-scale destruction events

• Majority function as independent operators with GDA coordination

• Historical emergency deployment frequency: 50-60 per year

• Many demonstrate significant force multiplier effect when deployed together

B-TIER: "CITY-SAVER"

Strategic Value: Regional protection, major threat containment

Deployment Protocol: Regional Director authorization required

Defining Characteristics:

• Power sufficient to neutralize threats to major urban centers

• Typically exceed conventional military response capabilities

• Demonstrate significant enhancement in multiple power categories

• Often possess specialized abilities effective against particular threat types

• The Unstoppable Hunk (David Danner) - Strength/durability increases overtime based on how long a fight continues

• B-tier assets represent primary response for major metahuman incidents

• Often serve as team leaders or solo operators in regional contexts

• Historical deployment frequency: 120-160 per year

• Many demonstrate complementary capabilities when deployed in coordinated teams

C-TIER: "GENERAL DEFENSE"

Strategic Value: Tactical response, specialized operations

Deployment Protocol: Operational Commander authorization

Defining Characteristics:

• Power sufficient for effective response to localized meta threats

• Typically require coordination for maximum effectiveness

• Often demonstrate specialized capabilities with tactical applications

• May possess leadership or coordination enhancement factors

• Specialized Application: Lower-tier assets may be preferential for certain threat types

• Regional Coverage: Maintain distribution to ensure response capabilities across all sectors

• Burnout Prevention: Rotate deployment when possible to prevent operational fatigue
