Greg Veder - Season 2 Character Sheet
Promised I'd have this up before I uploaded the first chapter of Season 3 (which is still coming out)
Edits are just taking a bit longer than I like
But give me till this evening and we're back in business for the upload

Why are the modifiers for the physical and mental stats so different? Also do they even matter?

The important thing about RPG characters like this is to avoid the Rules as Written(RaW) trap. Conforming to RaW is less important than to give Greg reasonable ways for his 'powers' to interact with the setting based on the needs of the plot.
