Dave100e's RLS Cargo Overhaul version 0.3.9

I have finally updated the overhaul for 0.39 and RLS 2.7.

After installing, clear your cache. If you are using an existing save you will also need to remove the logisticsDatabase.json file from your save in order to force the game to refresh the database (there is a txt file explaining this in the zip file).

This is mostly a port of the previous content, but I had to effectively redo it all again from scratch using the latest Beam/RLS files, so it took quite a while. New content will come with the next update, version 4.0.

For now I have not created a new balanced version as I have run out of time this weekend. Most of the values are carried over for now, although material values have been updated to suit the new materials contract system.

Quick change notes....
- Fixed various mistakes and mix ups, so some cargo now goes to more places and garbage/recycling is now more available
- Removed extra Restaurant parcels as Beameats made them effectively redundant and they required individual entries for each restaurant
- Removed Convenience/Newsagent items for same reason
- Expanded Contraband deliveries
- Updated Shady Steve's location due to new wall (He's outside the Mini-Mart)
- Updated all facilities to latest version, so trailers and car jockeys are now fully available
- Plus more little bits that I forgot

I have only been able to do limited testing as I don't have a lot of time on my hands and I do all of this alone. After about 3 hours of playing, I could not find any bugs, but if you do find some please let me know and I will fix them asap.
