Octane Valley 0.39 Update

And only a whole update too late we finally have an update to Octane Valley. Smaller than I hoped but we did improve some things.

Nightlights:
0.39 added a feature to turn lights on at night time without needing to write a script. This on top of the new graphical improvements I figured I'd go through and dial in all the lights. As long as a hot fix doesn't do anything too drastic to auto exposure it should stay dialled.

Timing system:
Firstly I apologise for never fixing this on 0.38. That in mind 0.39 made many improvements to the vanilla system making it much more accurate and consistent.

Added Turnoff:
For the 1/8th mile guys (what is wrong with you's) I added another turnoff halfway down the braking area.

Not sure what the next update will entail but I'm sure I'll show you's once I have something in the works.
