I'd bet money Nibbs fully understands what's going on and understands what he's saying. She just can't say much back yet because this is the first time she's been in a form that could speak human.
There was a non-canon sketch that Tom drew after first releasing this comic where we see Nibbs thinking "I knew exactly what I was doing the whole time, bwahahaha!" Or something to that effect. :)
