They're probably overthinking it. I mean Saria and Trace were a young couple happily in love, it wouldn't be unusual to find hidden embarrassing items. On the lighter side, maybe Trace was too embarrassed to bring it up to Saria with the worry that she might think he had a general keidran fetish rather than a fantasy about a cute and fluffy waifu, or maybe they DID play around with it and hid it so Rose wouldn't know and get the wrong idea on HER side. lol On a darker note, maybe he worked on it in secret and waited until the time to spring it on her was right, only for things to go terribly wrong and it ended up buried in the attic like so many relics of happier times do after a tragedy strikes.
Old Trace never actually finished this collar did he? That's why it was scrapped. And getting it off might require Nora level magic.
