This *seems* like a bad TOS episode because it largely *is* one: Elaan of Troyius, 3.13.
I was also too old to be in the target age bracket for Codename: Kids Next Door, but I did randomly come across it and I found it to be pretty fun. It's a very contraption-heavy show and I feel like you don't get nearly enough contraptions in shows anymore.
I was of the target demographic for it when it was airing and you are spot on, i liked it a lot as a kid and it was largely for its fun gadgets and gizmos. Also fun world building for a kids show where the bad guys are a coalition of teenagers, adults, and the off putting private school kids down the street
