The billboard also includes the previous versions of the mod featuring advertisements for the veterinary clinic and food court. In total, there are 29 swatches.

This mod is not a replacement. It doesn’t replace the in-game billboards and can be used additionally in build mode
where do we find the billboards in game
The billboard can be found in Wall Decorations
I try and keep my game to simlish only (not the easiest thing in the world to do, I know). Could you create all your signs in Simlish at some point?
