Addressing Ballast trailer Convoy missing accessories issue + General Chassis Quality bump

Fingers crossed that this rework of ballast trailer chassis is gonna export ONE-SHOT into single player game and that all features works as intended. Trailer has been reworked and lots of details added or fixed from original launch. See images for what to expect.

After this updated chassis export works in single player and all seem OK quality wise, then need to prepare CONVOY tests for our testing team out of this same updated chassis to determine what will work in convoy.

Then I need to do this kinda work like 56 more times for lowloader mod + cargo. I think I'll do larger lowloader chassis' + larger cargoes suitable for large trailers first then all other smaller stuff, because otherwise it will take too long to make all in one go.

Expect lowloader rework mod to be made standalone and be re-worked again ground up with brand new cargoes late summer 2025.
