One thing people always miss is while, yes, Ross may have been well liked by characters like Ed, Al, Armstrong, and Brosh, Mustang had no idea who Ross was until episode 16 when Hawkeye informs him of her arrest. Mustang and Ross didn't know each other, so unlike the other characters who did know her, he wouldn't inherently trust her that she wouldn't murder Hughes. He has no reason to believe she's being framed without further investigation on his own.

yeah, meesh is mostly right that it wasn't envy disguised as roy (based on envy/lust conversation that Roy took the bait , but instead of chasing Ross the fugetive, they were saying that roy killed her and thus the investigation in hughes's murder is completed and roy has no longer a reason to keep snooping anymore.). The current situation is that Mustang has been seething at the teeth to punish Hughes's murderer, and since the investigatiosn "confirmed" that Ross was the murderer, and that shooting to kill was allowed, he was "justified" in burning hughes' murderer to the ground, at least in his mind. He's a man on a mission and takes his subordinates' loyalty VERY seriously and cannot tolerate traitors.

I'm sure you've gone back to watch the scene again by now, but Meesh is definitely right, the conversation between Lust and Envy was intended to show that it *wasn't* Envy who killed Ross, meaning it really must have been Roy.
