Also, my understanding of what Yelena is saying in response to Jean - They can use the rumbling as a deterrent as long as the royal family, Historia's kids, are still alive. That is in response to Jean saying we have no way to protect ourselves when we're old. So, Historia is going to have as many kids as she can and they can pass the founding titan down a few times until the last Eldians die off. It may only need to be passed down a couple times given the time period and life expectancies. EDIT: I just watched the first 20 seconds of the episode 17 intro in which you say exactly this. Imma shut up and enjoy the content hahaha
