ROK/UKRAINE - South Korea Recalls Envoy From Ukraine in Dispute Over North Korean POWs
https://www.nytimes.com/2026/10/08/world/asia/ukraine-south-korea-ambassador.html

South Korea announced on Thursday that it will recall its ambassador to Ukraine, deepening a diplomatic rift sparked last month when President Volodymyr Zelensky of Ukraine revealed his government had sent two North Korean prisoners of war to Seoul.

The government of President Lee Jae Myung of South Korea was caught off guard by the disclosure of the defections, which Mr. Zelensky made during a speech at the United Nations General Assembly. The two North Koreans were among the thousands from their country who had been fighting for Russia in its war against Ukraine.

Mr. Lee, whose domestic critics have accused him of trying to keep the move secret to protect efforts to improve ties with Pyongyang, immediately expressed displeasure.

He said that Seoul and Kyiv had mutually agreed to keep the soldiers’ defections confidential to help ensure their safety, along with that of their families in North Korea. He accused Kyiv of breaking a bilateral confidentiality agreement, calling the move “regrettable.” Kyiv has said that no agreement existed.

ITALY/POL - Italy’s Giorgia Meloni forces through new electoral law ahead of vote, opposition cries foul

Italy’s lower house of parliament gave final approval on Thursday to a fiercely contested electoral reform championed by Prime Minister Giorgia Meloni which provides the framework for a national election due next year.

Meloni says the new rules are intended to increase the prospect of stable government. The centre-left opposition says the goal is to boost her chances of retaining power.

In a secret ballot, lawmakers approved by 227 votes to 164 a bill introducing a fully proportional electoral system (PR), with a seat bonus guaranteeing a parliamentary majority to any alliance winning more than 42% of the vote.

Under the previous rules, around two-thirds of lawmakers were elected through PR, with the remainder chosen in first-past-the-post constituencies which analysts said may have favoured the opposition.

YEMEN/KSA/MIL - Blasts Rattle Riyadh as Saudi Arabia Hit by Deadliest Houthi Attacks So Far
https://www.nytimes.com/2026/10/08/world/middleeast/saudi-yemen-houthis-attack.html

The sound of explosions rattled Saudi Arabia’s capital on Thursday morning as the war between the Iran-backed Houthi militia in Yemen and a Saudi-led military coalition escalated, amid fears of a widening regional conflict that has embroiled multiple countries and strained energy markets.

A Times reporter in Riyadh heard several blasts in quick succession. Hours later, a spokesman for the Saudi-led military coalition in Yemen, Maj. Gen. Turki al-Maliki, said that it had intercepted two missiles flying toward Riyadh. The Saudi authorities did not respond to questions about the situation.

Saudi Arabia has been left reeling a day after the authorities there said that Houthi strikes on airports in Riyadh and Abha, a city in the south of the country, had killed three people and injured dozens more.

The attacks on the Saudi capital raise pressure on Crown Prince Mohammed bin Salman, the kingdom’s de facto leader, as the escalating conflict with the Houthis threatens his plans to turn his country into a business and tourism hub.

SPAIN/POL - Death of 87-year-old Maricarmen is reenergizing Spain’s protests to stop evictions

María del Carmen Abascal had spent most of her life quietly living in the apartment her family rented decades before in downtown Madrid. That was until her fight to avoid eviction transformed the 87-year-old into a symbol for millions of Spaniards who struggle to pay for housing.

Abascal, known widely as Maricarmen, died suddenly on Wednesday two weeks after she was evicted. Her death is set to reinvigorate the protest movement and further polarize Spain ahead of a national election next month when the housing issue will be central.

Sympathizers with Maricarmen’s cause left candles, flowers and letters overnight at an impromptu shrine in Madrid’s central Puerta del Sol, where around 1,000 people have camped for two weeks to protest Spain’s housing affordability crisis since Maricarmen’s eviction on Sept. 23 captured the nation’s attention.

IRAN/SHIPPING/I FEEL LIKE WE GO THROUGH RELIABLE TWO WEEK NEWS CYCLES OF THE STRAIT IS OPEN IRAN HAS NO LEVERAGE BACK TO THE TANKERS OF THE GCC ARE UNDER ATTACK LIKE NEVER BEFORE - Attacks on tankers in Hormuz hit highest of any week since start of Iran war, sources say
https://www.reuters.com/world/middle-east/attacks-tankers-hormuz-hit-highest-any-week-since-start-iran-war-sources-say-2026-10-07/

Attacks on tankers sailing through the Strait of Hormuz hit their highest last week of any week since the Iran war began, according to maritime security sources tracking incidents, amid ‌a bigger export push by Gulf producers.

Attacks, attempted attacks and harassment activity including drone overflights, surveillance and hailing using VHF radio by Iran's Revolutionary Guards have persisted in the strait, the US Navy-led Joint Maritime Information Center (JMIC) said in a note on Sunday.

"These actions continue to demonstrate Iran’s intent to assert presence along key transit lanes and maintain pressure on transiting vessels," the JMIC said.

In the week of September 28-October 5, there had been at least 12 attacks on oil, liquefied natural gas and liquefied petroleum gas tankers around the Strait of Hormuz, according to data from three maritime security sources who analysed incidents based on information received from the area.

That was the highest number of attacks in a single week since the US war with ‌Iran began on February 28, the sources said.

Separate data collated by the UN's shipping agency, the International Maritime Organization (IMO), showed nine incidents involving vessels in the same week.

MORE: Hormuz transits at lowest in over two months after attacks, data shows

The number of vessels transiting the ‌Strait of Hormuz fell to the lowest in more than two months after attacks on tankers in the key waterway reached their highest last week since the start of the US-Israeli war with Iran, shipping data showed.

Seven commodity vessels passed through the strait on Tuesday, for the lowest figure since July 23, data from analytics firm Kpler showed.

"That is back to its September average, but 74% of its pre-war level."

Most of the fall was in ship-to-ship (STS) transfers in the Gulf of Oman, where cargoes move between tankers, they added.

However, exports from the Gulf of Oman coast and the Red Sea rose to 6.7 million bpd, more than twice pre-war levels, analysts said, making up for lost supply from Hormuz.

This helped keep overall exports of Middle East crude at the pre-war level, they said.

The number of vessels transiting the strait edged up to 10 on Wednesday, but was well short of the daily tally of ‌more than 20 on Sunday and Monday, the data showed.

Police in the United Kingdom say they have arrested and charged a member of the Royal Navy accused of working with an unnamed foreign power after an investigation by counterterrorism police.

Teddy Young, 24, was charged with two offences under the National Security Act for allegedly obtaining protected information and preparing to transfer it for the benefit of a foreign power.

In a statement, authorities alleged that between November 2024 and May 2025, Young “obtained, copied, recorded or retained protected information, intending the conduct to benefit a foreign power… contrary to section 1 of the National Security Act 2023″.

Young is due to appear at London’s Westminster Magistrates’ Court later on Thursday.

BULGARIA/SEC - Bulgaria ends search for missing crew after drone strike sinks cargo ship
https://www.aljazeera.com/news/2026/10/7/bulgaria-ends-search-for-missing-crew-after-drone-strike-sinks-cargo-ship

Bulgarian authorities have ended search operations after confirming no survivors were found following a drone strike that sank a ship off the country’s coast.

Drones hit two commercial vessels early on Tuesday as attacks on Black Sea shipping increase amid an intensifying Russia-Ukraine war. One caught fire, and the other sank.

“There is no trace of the sailors,” Rumen Nikolov, the head of the country’s Maritime Search and Rescue Coordination Centre, told reporters on Wednesday.

The search stopped late on Tuesday and would not continue, he added.

Eighteen Turkish and Indian crew members were rescued from the ship that caught fire, but the crew members from the vessel that sank remain missing.

Authorities have not said how many people are missing, but according to the Maritime.bg specialised website, 10 people were on board the ship.
