DB Ultimate Tenkaichi PC Port - Debug Menu

I also took the opportunity to recompile the UT Prototype, which contains the debug menu; it will be useful for future research and perhaps even for porting that debug menu, provided it uses the same engine.

Note that internally, Ultimate Tenkaichi is called RB3 (Raging Blast 3).
