So is this just an overlay or does it actually save footage, and if so, do I need to be in first person for it to record from the specific position?
It's an actual camera, not an overlay. It does not save footage though, and doesn't exist when you switch out of it, so you won't be able to see it in Rockstar Editor unless you use it.
