I don't know why Dora acts so surprised. This is no different from what's been going on in her shop for years - especially back when Faye worked there.
She doesn't look the least bit surprised to me. Her expression and words come across very "oh ok then" to me.

Not a hate crime but more ignoring peoples boundaries. That being said, if you're doing what Roko and Faye are doing right now, you're pretty much friends by this point.
