COPPA?!!?!
This video is some what meant to be a joke. But at the same time pretty serious since now YouTube are changing some rules and is having to do with the FTC and the whole Children Online Privacy and Protection Act (COPPA) situation. Nothing is quite clear yet but idk we'll see in 2020
