I's not possible to just enable it for kids in-game, because Body Hair has the same or similar restrictions applied to it like Facial Hair for female sims. I can enable these things in CAS, but they will be removed when you save the sim, and if you apply it in Live Mode CAS, it will disappear shortly after exiting. I haven't found the "code" that's causing this yet. There's the possibility it's in a file we can't read or can't access.
