If you haven't finished the prologue, do so and you will see Keanu. You even play as him for a short bit

lol, This is going to sound terrible but have ~31 hours in, level 11, 24 Street cred and I haven't seen Keanu Reaves character... Watson has no Yellow Missions anymore though...

In-universe, it could actually be a reasonable explanation. Although I seriously doubt any gamer would actually accept it :)
