I think that was Amy with the Dracszul Thing. Their power was never really explained and this looks like a setup for a grey moral conflict for Lucas between Ben and their new super hero friends.
I wonder if this is going to make Ben fear superpowers and strain the relationship with Lucas. Or go the other direction and him feel the need for superpowers to be around to protect people.
So is Ben gonna have superpower PTSD? And therefore break up with Lucas? Please no
Sounds to me like a super who doesn't have full control over their powers, and may even be afraid of them. It would make sense if the powers keep coming out during emotional outbursts, which would cause them to either lose employment and thus be evicted, or be evicted because of the outbursts (dunno how laws are applied in that case) which would make the powers come out even more.
My guess given the limited context we have now is this is just a case of an unnamed and unrelated to the main group citizen having powers used in an impulsive way. Considering how many heroes and villians the city has I imagine powers can develop somewhat strangely in this universe, not every person is going to have training with them or the moral code to use them right especially during a stressful time like an eviction and the threat of homelessness. ...But if i may be just a bit paranoid as im still not fully trusting of the group we saw last, do we *fully* know what Amy or even Lunar Wardens powers were? Entirely neurotic speculation, but his intro is still throwing me off, man.
In these types of stories, I always wonder what is the in-universe reason for plain people being cops. Like how can they actually do anything against bad guys with powers. I could understand if they were sidekicks to a superpower cop, maybe. But yeah, I always wonder about it haha.
Usually, it's because the supers are supposed to be vanishingly rare, and the city clearly has their own supers on tap to deal with them. Meanwhile, the majority of the populace still needs the services the police provide.

If it was she would have just used the power on him when he walked out. This sounds very similar to Game Boy's power, actually, but I can't see him doing this, at least not intentionally.
