I imagine Ethan falling wasn't intentional, but for a moment I was wondering if it was part of Lucas' plan. Like, as if he was dumping Ethan onto a roof fastlike and carrying on as if nothing had happened. Basically, an attempt to insert ethan behind the mysterious follower.

I think it was intentional; otherwise Lucas wouldn't have mentioned the roof first. If he had intended for Ethan to stay on, he would have likely said "building" or some other landmark rather than a roof.
