I'm pretty sure the language was Cantonese, which would make it a pre-reunification Hong Kong video. I lived in Guangzhou for a while, where they speak Cantonese as well, but it's a few years ago now, and I have had no opportunity to practice, so I completely lost all the Cantonese I knew.
Disappointing episode for me. You guys should probably stop bashing Adam Sandler and the Wayans brothers if you're going to resort to the same sort of humor.

The only thing Wheel of the Worst Episode 9: Special Edition was missing was an annoying and vaguely racist CGI character also reviewing the film alongside everyone else. Well done!
