I'm trying to extract some of these textures to edit some of the graffiti, specifically wiresetc_las.txd, and I keep getting an error with every img editor that I use. Was this intentional on your part?

No, I don't lock any .img or .txd file. I use "Silent's Native IMG Builder" , you can find a compiled version on mixmods discord
