The leader of the Jin family wasn't trying to be difficult. She was in an extremely precarious situation. As the guardian of all those relics and souls, she is in a unique position where even the royal family cannot order her to do things that she deems will put humanity at risk (so no, it's not a one-time thing; the plaque grants her and her family "immunity" from the demands of the crown forever). She refused to bring the mirror out beyond the sealed borders and was steadfast about re-sealing the doors in an hour because doing the opposite would put everyone at risk. The souls within the relics would wreak havoc on society otherwise. Sucks for us as the audience who care abt mudeok, but that's the right call from her POV. (they were able to bring it out in the end essentially bc it was back in a more dormant state. while it was running amok with Mudeok's likeness, it could've continued to pull ppl in)
