You are right that a Cyborg is a human with robotic parts. Androids are robots that look like humans. But my understanding is that this is a translation issue. In Japanese, the term they use is roughly artificial human and in Japanese that is a more broad term that covers both Androids and Cyborg. I am no expert but that is what I have read and makes sense when you know the story from DB to DBZ. Maybe when they translated it, they thought Android sounded Cooler? As for Android 8, different sources say he's a cyborg and others say android. He is a straight up copy of Frankenstein's monster. With stitches and all. That makes him seem more like a Cyborg to me. And instead of different body parts from humans, he's made up of robotic parts.
