As for the lips of all the black characters Toriyama was a massive fan of Western media, American movies, and classic animation. In the mid 20th century, Western cartoons (including early Disney, Warner Bros., and MGM shorts) frequently utilized stylized, exaggerated racial caricatures. Because Toriyama and many of his contemporary mangaka grew up consuming these imports this was the only format that they could go off of. Japan in the 70s and 80s was an incredibly homogenous country (over 98% ethnically Japanese). Living in a rural area of Japan, Toriyama had likely never met or interacted with a Black person in real life. Without real world reference points, artists of that era leaned entirely on media tropes.
