I don't actually have a definitive answer to your question however I think that wouldn't actually undo the transformation I have 2 ideas/thoughts to explain why I don't think that 1: we have seen aokiji can freeze ocean water, meaning that the weakness to water doesn't affect the powers but the user is 2: we have seen Luffy still being stretchy under water, brooks soul is still attached to his bones when he falls into the water and chopper doesn't turn into a reindeer when he falls into water So all that leads me to think that water doesn't disable a devil fruit but it does drain a user of their energy and control over their own body, so the powers still work and are still active, there is just no control
