Guys...you NEED to LOCK TF IN to One Piece rn Im not even joking. The events taking place from this point on are basically the building blocks for aalot of things to come! So, things u need to know that have been said /shown. Doffy/Joker said something about treating law like a brother. And from his conversation it is suggested that there is some history between Doffy, Vergo and Law. Kinemon has a personal hate for Dragons. The little girl said Momonosuke turned into a dragon in the "special room" They have been fighting a small green dragon. Law formed an alliance with the Strawhats to take down an Emperor. Law wants to kidnap Cesar and destroy SAD machine. Apparently doing so will shake up the New World. Cesar is the only one who can produce SAD. Smoker has a personal grudge against Vergo from military days. He called him a pirate at the end there also.
Only thing is, they haven't been told which Emperor Law wants to take down yet. The storm picked up when he said it, and the audience is still in the dark about it. You might want to just edit out the emperor's name from your comment. Everything else is fine.

Warlords are essentially legal pirates who can do piratey things without getting in trouble, so long as they help the WG/Navy when called upon, like during Marineford. Doflamingo is a Warlord, allied with the WG/Navy, but he's still a pirate. There are things that are too far tho that would put their Warlord title at risk. It's not a clear line tho Vergo's weirdness is just a gag lol 😂

A while ago we learned that Vergo is a pirate working for Doflamingo who infiltrated the Marines undercover. We could even assume this probably isn't his first time creating a persona for some long-term mission. So it might be possible that Vergo's weird quirks are a product of him constantly playing new roles as someone else for Doffy's agendas. However long he's been doing this as a pirate, the details of his "previous lives" are now getting all mixed up in his head.
As much as I love your theory, Oda probably just thought this was a hilarious gag/quirk and wanted to add it in the show. But you have a really interesting point tho

Okay so this is not spoilers, to clear some things up about Vergo as far as we know the only powers he is using are Haki Armament (when a part of his body turns black is armament) and the six powers that CP0/marines used (sky walk, finger pistol, and shave). Vergo is forgetful for example when he mentioned he picked up a camera from Dressrosa Doffy reminded him he did not pick up a camera. Also earlier Vergo mentioned he was having tea and cookies Monet reminded him that they were only drinking tea and no cookies. Also he forgets he has crap on his face all the time.
