The reason Seiko held out the cigarette in front of JiJi was to check if he's emitting chi from his body - that's what the technique he's been learning does. The smoke moved, which meant he was emitting chi, which means he was ready to try suppressing the Evil Eye.

Regarding your comment about Japanese houses - YES, privacy/noise is an issue! Not only are the walls thinner than European homes, bedrooms doors typically don't have locks on them (even the Western style doors), and children often sleep in the same room as their parents through most of primary school. And to top it off, most families of 4 share one bathroom/sink area. So all in all, it's pretty difficult to feel like you have much privacy in a family. Idc about powerscaling, but I can explain the principle Turbogranny is teaching here. Imagine two sprinters running against each-other, both have the exact same gait and strength in their legs. So if they both take the same number of steps per sec, they're equally fast. To become faster, one has to increase the number of steps per sec. This is what Turbogranny is teaching Okarun. Okarun only takes two steps for every four of Jiji and Aira. Thats why they can keep up with him in speed. BUT that also means that his "engine" is stronger. Simply, if Okarun's engine is "100" then his result is 100x2=200. So if Jiji and Aira needs 4 steps to keep up, then their engine must look like 50x4=200. So for every additional step or action Okarun can take in the same amount of time, he becomes faster and stronger than them. As for why both Jiji and Aira had a better starting point? Could be any number of things, and combinations of said things. Not really worth caring about IMO.

What I can think about the technique issue is that Okarun's powers are based on speed. So, if he goes full throttle, he can cause a great damage, but Evil Eye can just... dodge. Okarun, although he is fast, doesn't have the technique to change routes or to adapt his movements in a fight, so his speed doesn't matter. Ideally, Okarun should be the fastest fighter, but he can only be fast in a straight line if we think about it

We are already over halfway through this season. Sad times man. I hope Science Saru has a time machine they used to make this show so the next season comes out sooner
