You should be using this version (https://www.patreon.com/posts/v1-21-dlc-early-104330190). You could buy a car and travel to the city.

Yeah This is missing the DLCs, If there's a different version for DLC then I don't know were to find it.

Yes, offline version don't have DLC content. You could play the DLC version online tho (https://www.patreon.com/posts/v1-21-dlc-early-104330190)
