I'm intrigued by the scoop + ion engine idea. Sounds a lot like a Bussard ramjet given new life. It seems this would work best in locations with a (relatively) dense medium, like the lower thermosphere or... Sun's corona? Parker Probe 2.0? Sundiver? (If you haven't read David Brin's "Sundiver"... you should. For that matter, interviewing David Brin, PhD/Astrophysics Cal Tech, Hugo.Nebula winner) on the state of "hard science fiction" and his own "Uplift Universe", would be fantastic.)
